GENERAL DESCRIPTION
Under general supervision, the Community Investment Coordinator compiles, does research, organizes, and analyzes financial information submitted by funded community organizations, and assists in the creation and management of various agreements/contracts for the Community Investment Program.
RESPONSIBILITIES
- Compile, research, organize, and analyze financial information submitted by funded community organizations.
- Analyze resources and goals for community programming with user groups and Community Services’ Coordinators.
- Research and assess grants; and canvass for donations, gifts-in-kind, and corporate sponsorship for funded community organizations.
- Assist with the maintenance, reporting, and reviewing of Community Investment Program procedures.
- Prepare Community Investment Program Reports.
- Assist in the development of financial policies and procedures within the Community Investment Program.
- Maintain budget system, including analysis of community funding requests.
- Support individual Community Services branches in the provision of financial expertise and training.
- Develop and update trend analysis on revenue and expenditures for quarterly and annual reporting.
- Assist in the creation and responsible for the management of various agreements/contracts.
- Assist with the Community Investment Program online application system and publishing website content.
- Assist with year-end audit preparation where required.
- Develop and track key performance indicators for the Community Investment Program.
- Assist in developing the annual Community Investment Program operating and capital budget documents and implementation of multi-year Community Investment Program financial plan.
- Provide training to staff and funded community organizations on financial procedures/systems/budgeting/financial reporting.
- Provide administrative functions including preparation of Council reports, administrative briefing notes, business planning, policies, and budgets
- Perform other related duties as required.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES
- Must possess tact, patience, and diplomacy for dealings with other municipal employees and external parties.
- Knowledge of public finances and operations including, but not limited to, budget processes and procedures, variance analysis, fund accounting, goal setting and policy formulation, process, expenditure and revenue structure, chart of accounts, internal and external financial reports, condition analysis or financial trend monitoring, and capital improvement programming.
- Proficiency with financial management systems and desktop/spreadsheet software (i.e. Microsoft Office and Excel).
- Knowledge of the legal and regulatory impacts and constraints regarding revenues, expenditures, and the budget process.
- Interpersonal, negotiation, interviewing, conflict resolution, and verbal and written communication skills.
- Knowledge and understanding of advanced analytical techniques such as break-even analysis, net present value analysis, return on investment analysis, cost-benefit analysis, fiscal impact analysis, cost-effectiveness analysis, and sensitivity analysis.
- Familiarity with innovations in budgeting such as long-term financial planning, multi-year budgeting, budgeting for structural balance, strategic planning, and alternative budget formats (program, performance, and zero-based budgets).
EDUCATION AND EXPERIENCE
- Degree specializing in accounting or equivalent, combined with three (3) years of computerized accounting and budgeting experience is required; or
- Diploma specializing in accounting or equivalent, combined with seven (7) years of experience in a computerized accounting and budgeting environment including variance reporting, extensive use of spreadsheet and database programs is required.
- Professional accounting designation (CPA, CGA, CMA, and CA) or actively working toward a professional accounting designation is an asset.
- Municipal or government experience is an asset.
OTHER REQUIREMENTS
- Submission of a Criminal Record Check.
- Pre-employment testing may be required as part of the interview process.
- A valid Class Five (5) Operator’s License is required as incumbent may be required to operate a personal or municipal vehicle for business use on a regular basis.
- Must be medically and physically able to perform all duties of the position on an ongoing basis.
