The Licensing and Compliance Monitoring Branch is seeking a dedicated and experienced Licensing Inspector to support the oversight and regulation of supportive living accommodations across Alberta. If so, the Continuing Care Home Branch is looking for you to join their team!

The Continuing Care Home Branch is seeking a Health Compliance Officer (HCO) to join the Continuing Care Homes Inspection Unit. This position plays a critical role in ensuring continuing care homes across Alberta comply with the Continuing Care Act (CCA), associated regulations, and the Continuing Care Health Service Standards (CCHSS).

Role Responsibilities

Reporting to the Manager, Accommodation Standards Compliance (North), Licensing and Compliance Monitoring Branch, this position plays a critical role in safeguarding residents by ensuring operators comply with legislative and regulatory requirements under the Continuing Care Act (CCA) and the Supportive Living Accommodation Standards.

The job responsibilities include:

• Conduct inspections, compliance reviews, and investigations of supportive living accommodations to assess compliance with legislation, standards, and licensing requirements.
• Monitor, evaluate, and enforce regulatory compliance, including issuing non-compliances, recommending licensing decisions, and implementing enforcement actions when required.
• Investigate complaints, reportable incidents, and unlicensed operations, preparing detailed reports and recommendations to support decision-making.
• Provide guidance and consultation to operators, stakeholders, and the public regarding legislative and licensing requirements.
• Collaborate with Alberta Health Services, municipal authorities, First Nations communities, and other regulatory partners to support inspections, investigations, and compliance activities.
• Prepare inspection reports, investigation findings, briefing materials, and correspondence while maintaining accurate documentation and records.
• Analyze compliance trends, identify emerging risks, and provide recommendations to improve regulatory effectiveness and support continuous improvement initiatives.
• Participate in working groups, policy implementation, and branch projects while contributing subject matter expertise on legislation, standards, and compliance practices.
• Mentor and support colleagues, provide quality assurance reviews, and contribute to operational excellence across the Licensing and Compliance Monitoring Branch.
• Support public accountability by ensuring compliance information is accurately documented, reported, and communicated to stakeholders.

Qualifications

Minimum Recruitment Standards: 
University graduation in health care, accreditation, educator, compliance, human services or auditing plus 2 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; OR
• 1 year of experience for 1 year of education.

The following experience is required preference

• Completion of the Foundations of Administrative Justice course.
• National Certified Investigator and Inspector designation or completion of an equivalent program.
• Valid Class 5 Driver's Licence and reliable vehicle is required.

The following experience is considered as assets:

• Valid Basic Life Support certification.
• Experience with of the Continuing Care Act, Continuing Care Regulation, and the accommodation standards.
• Experience with property ownership options and collateral authority legislation.
• Experience with Protection of Privacy Act (POPA), Health Information Act (HIA), and established protocols under the Protection for Persons in Care Act.
• Experience in formulating solutions to complex issues involving multiple stakeholders with competing interests.
• Experience with ethics and the interdisciplinary nature of relevant issues.

Notes

Hours of work are 08:15 AM to 04:30 PM, Monday to Friday. This is a full-time permanent position, working 36.25 hours per week.

Location: ATB Place North, 10025 Jasper Avenue, Edmonton, Alberta, T5J 1S6.

Final candidates will be required to provide a valid class 5 driver's license, reliable vehicle, and ability to travel throughout Alberta.

Final candidates may be required to undergo a criminal records check (CRC).
