Are you passionate about ensuring safe, compliant, and high-quality continuing care accommodations for Albertans? The Licensing Liaison Officer plays a key role in supporting and administering licensing processes and compliance activities for continuing care operators across Alberta. This position provides expert guidance on legislation, regulations, standards, and licensing requirements while fostering collaborative relationships with operators, municipalities, and stakeholders.

The Licensing and Compliance Monitoring Branch plays a vital role in licensing supportive living accommodations and continuing care homes across the province. As a Licensing Liaison Officer, you will serve as the front-line representative of the Ministry, supporting applicants, operators, residents, families, and stakeholders through Alberta's continuing care regulatory framework.

Role Responsibilities

Reporting to the Licensing Manager, this position operates with a provincial scope and is responsible for managing licensing processes, providing expert guidance on legislative and regulatory requirements, and ensuring decisions are fair, transparent, and administratively sound. The role serves as the public-facing central intake point for complaints, reportable incidents, and inquiries related to licensing, accommodation standards, continuing care legislation, and resident rights.

The job responsibilities include:

• Licensing Activities: Assess licence applications, renewals and occupancy increases; provide recommendations; support operators in meeting legislative and regulatory requirements; and address issues related to unlicensed accommodations. Recommends licence lengths, exemptions, intervention letters, and other documentation as required.
• Compliance Reviews: Analyze complex licensing and compliance issues, prepare recommendations and briefing materials, support risk management activities. Provides advice, support and referrals to the appropriate parties within the Ministry to ensure non-compliance issues are addressed in a timely and efficient manner.
• Stakeholder Engagement and Education: Build collaborative relationships with operators, municipalities, Alberta Health Services, and other partners; provide guidance and education on licensing requirements; and support the development of public-facing resources and awareness initiatives.
• Operational Excellence: Maintain accurate licensing records, monitor trends and performance measures, support process improvements and Red Tape Reduction initiatives, and contribute to special projects, reporting, and continuous improvement efforts.

Qualifications

Minimum Recruitment Standards
University graduation in Public Administration, Political Science, Public Policy, Sociology, Health Administration, Health Sciences, Public Health, Nursing, Social Work, Commerce or Business Administration, plus 2 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of: 

• 1 year of education for 1 year of experience; OR
  1 year of experience for 1 year of education.
  

The following experience is required:

• Strong knowledge of Alberta's continuing care legislation, regulations, standards, and licensing processes.
• Demonstrated ability to lead or support policy, operational, process improvement, and project initiatives.
• Excellent communication, consultation, stakeholder engagement, conflict resolution, and relationship-building skills.
• Strong analytical, critical thinking, risk assessment, and decision-making abilities.
• Knowledge of government processes, policy development, and legislation impacting older adults and persons with disabilities.
• Knowledge of related legislation, including Building and Safety Codes, Environmental Public Health requirements, and the Residential Tenancies Act.
• Proficiency with Microsoft Office applications and electronic information management systems.
• Ability to work independently while contributing to a collaborative, team-oriented environment.

The following experience is considered as assets:

• Experience with licensing reviews, compliance monitoring, investigations, or enforcement activities.
• Experience supporting legal proceedings, administrative hearings, or preparing formal recommendations and briefing materials.
• Experience implementing business modernization, technology, or process improvement initiatives.
• Experience working with continuing care operators, regulatory agencies, government programs, or stakeholder-focused environments.
• Experience delivering presentations, education sessions, or public engagement activities.

Notes

Hours of work are 08:15 AM to 04:30 PM, Monday to Friday. This is a temporary full-time position for one year, working 36.25 hours per week.
