A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. The vision is for every Albertan to have the opportunity to pursue recovery and live a healthy and productive life.

Role Responsibilities

Reporting to the Manager, Strategic Projects and Planning, the Policy and Issues Analyst provides policy research and issue analysis and resolution support to advance system transformation and integration in Alberta's mental health and addiction sector. The role works across policy, operational, governance and service-delivery boundaries and provides flexible research, issues-management and project capacity across the System Transformation and Agency Oversight unit. Key responsibilities include:
- Conducting focused policy research, jurisdictional reviews, environmental scans and evidence synthesis on mental health and addiction system priorities.
- Assessing how broader health system initiatives, decisions and structures may affect mental health and addiction mandates, services, accountabilities and outcomes.
- Investigating complex, longstanding or emerging issues and developing practical resolution pathways that identify options, risks, trade-offs, sequencing and matters requiring management direction.
- Gathering and reconciling information from ministry areas, Recovery Alberta, health system organizations, other ministries, agencies and sector partners.
- Preparing concise, executive-ready briefing notes, decision documents, presentations, speaking points, issue summaries and correspondence.
- Translating complex system information into clear analysis that supports executive participation in cross-ministry and health system discussions.
- Coordinating input from subject-matter experts and partners, validating facts, tracking decisions and dependencies, and escalating issues when additional direction is required.
- Providing flexible policy, research, project coordination and issues-management support in response to changing priorities and workload pressures.

Qualifications
University graduation in a related field such as public administration, public policy, social sciences or law, plus a minimum of two years of progressively responsible related experience.
Equivalencies will be considered on the basis of one year of directly related education for one year of directly related experience, or one year of directly related experience for one year of education.
Required Experience
- Experience conducting policy research and analysis, including jurisdictional reviews, environmental scans, evidence synthesis and the development of options or recommendations.
- Experience synthesizing complex information and preparing concise briefing notes, decision-support materials, presentations, correspondence or other products for management or executive audiences.
- Experience analyzing complex or cross-organizational issues, identifying risks and interdependencies, and supporting practical issue-resolution pathways.
- Experience coordinating work across multiple teams or organizations, including gathering and validating information, engaging stakeholders and managing competing priorities or emerging requests.
Assets
- Knowledge of Alberta's health system and the mental health and addiction sector.
- Experience working with government ministries, provincial agencies, health-system organizations or other public-sector partners.
- Experience supporting system transformation, service integration, agency oversight, governance or accountability initiatives.
- Experience managing issue trackers, project deliverables, implementation dependencies or cross-functional work plans.

There is one permanent full-time position.

Hours of Work:
- Monday to Friday, 8:15am – 4:30pm
- 36.25 hours per week
