Within the Ministry of Advanced Education, the International, Research and Innovation Branch leads:
- Alberta’s International Education Strategy.
- Approval and administration for Alberta institutions to host international students through provincial attestation letters for international students and designation requirements for designated learning institutions.
- Industry collaboration, including micro-credential programs and work-integrated learning opportunities.
- Department initiatives related to post-secondary research and innovation, and intellectual property commercialization. This includes working with Technology and Innovation and other partners.
The International and Industry Collaboration Unit provides leadership, direction, and strategic oversight for international education and industry collaboration for Advanced Education. The unit works with post-secondary institutions, student leaders, industry associations, economic development agencies, other ministries, federal partners, and other jurisdictions to strengthen Alberta’s international education system to advance ministry priorities.

Role Responsibilities
Reporting to the Director, International and Industry Collaboration, the Manager, International, Industry and Compliance provides oversight and leadership for operational policy, designation and compliance activities, grant administration, and supports unit planning and reporting. This position supports the implementation of Advanced Education’s international education policy, including work related to the Alberta Designation Requirements, international education and work-integrated learning grants, and collaboration with post-secondary, industry, intergovernmental, and federal partners.
Key responsibilities of this position include:
- Alberta Designation Requirements operations and compliance: Lead the design, implementation, and operation of Alberta’s Provincial Attestation Letter portal; oversee operational policy, designation, and compliance activities under the Alberta Designation Requirements; liaise with federal partners, designated learning institutions, and related branches to support operation of the International Student Program in Alberta; and identify policy risks, issues, and mitigation options.
- Issues management and stakeholder relations: Provide direction to staff to support unit objectives, manage operational issues and stakeholder concerns, oversee analysis of emerging trends and risks, and develop materials and advice to support relationships with institutions, industry associations, federal partners, and other jurisdictions.
- Industry collaboration and grant delivery: Work with engagement partners to gather industry perspectives; maintain strong relationships with stakeholders; identify opportunities to advance collaboration; strengthen linkages between post-secondary institutions, industry, and government; and oversee delivery of international education and work-integrated learning grants.
- Planning, reporting, and branch support: Lead the development, analysis, drafting, coordination, and quality control of briefing materials and recommendations; support priority setting and operational planning; and ensure unit work aligns with ministry, division, and broader Government of Alberta direction.
- Team leadership and staff development: Provide day-to-day direction, mentorship, workload management, performance support, and operational leadership to a team of professional staff while promoting collaboration, cross-training, knowledge transfer, and a positive work environment.

Qualifications
University graduation in a field related to the position assignment, supplemented by four years of related experience.
Related experience or education may be considered as an equivalency on a one-for-one basis. Depending on the applicable statutory or unique requirements of the position, specific qualifications may apply.
Required Skills
- Experience overseeing compliance and designation activities in a complex and dynamic environment;
- Experience developing and applying complex, multi-stakeholder operational policies.
- Experience preparing and reviewing policy options, briefing materials, recommendations, and decision documents.
- Experience leading or managing teams, including providing direction, mentorship, workload management, and performance support.
- Experience managing operational issues, identifying risks, and developing practical mitigation options.
- Experience facilitating collaboration across diverse stakeholder groups, cross-ministry teams, or intergovernmental partners.
- Strong knowledge of Government of Alberta policy development, government structure, operations, and decision-making processes.
- Knowledge of federal ministries and policies related to international education, including Immigration, Refugees and Citizenship Canada, the Canada Border Services Agency, and the International Student Program.
Assets
- Master’s degree in International Relations, Education, Public Policy, Social Sciences, Humanities, or a related field.
- Knowledge of Alberta’s post-secondary education system, the Post-secondary Learning Act, related policies, operational structures, and key system stakeholders.
- Understanding of student recruitment issues in Canada.
- Understanding of current issues, constraints, and opportunities in international education as they relate to Alberta’s economic and priorities.
- Broad understanding of trends in higher education, immigration, international talent mobility, research, and innovation planning.
- Awareness of foreign economic, political, and social issues affecting higher education and international education.

This is one full-time position working 36.25 hours per week, Monday to Friday. The successful candidate is expected to work out of the Edmonton Office.
