Accommodations are available during the hiring process, upon request.As a Senior Data Management Strategist, you will be responsible for data analysis, performance measurement, and reporting for Calgary 9-1-1, Transit Public Safety (TPS), Calgary Emergency Management Agency (CEMA), and the various Bylaw peace officer groups within Emergency Management and Community Safety (EMCS). You will provide data to contribute to business and Council-led initiatives, support decision making, optimize internal resources, and enhance public safety services for Calgarians. You will collect, cleanse, analyze, interpret, and present data, while building and maintaining data pipelines, data warehouses, data models, dashboards, reports, and automation tools. You will also be responsible for data governance tasks including maintaining business data glossaries, improving data accuracy, classifying data and maintaining access controls. Primary duties include:
- Develop a deep business knowledge of an assigned division, and assume responsibility for enriching their data and reporting solutions.
- Design data pipelines that provide reliable access to information to support operational and strategic decision making.
- Design and maintain data warehouses, data models, and data integration solutions.
- Develop analytical reports and data visualizations to identify historical trends, provide insights, establish why trends occur, measure performance, and support evidence-based decision making.
- Apply statistical methods and machine learning to build predictive analytics to forecast future workload and resourcing requirements.
- Establish and oversee data governance, quality, security, metadata, stewardship, and compliance practices. Ensure adherence to corporate standards, legislation, and best practices for data management.
- Monitor, validate, and optimize data pipelines, reports, models, and analytical systems.
- Translate complex data into clear and actionable insights, recommendations, and presentations tailored to technical and non-technical audiences.
- Partner with business units, leadership, IT, vendors, external agencies and subject matter experts to define business needs and deliver innovative data solutions.
- Provide expert advice and strategic guidance on data strategy, analytics, reporting, solution design, and emerging technologies.
- A degree in Computer Science, Mathematics, Statistics or a related field and at least 5 years of experience in data analysis and modeling using tools such as Power BI.
- The following will be considered preferred assets:
- Proficiency with the Power BI Service including Power BI Desktop, Power BI Report Builder, DAX Studio, and Power Query along with managing the security, refresh schedules, and development cycles inside Workspaces.
- Proficiency in writing SQL queries and knowledge of best practices when dealing with relational databases.
- Proficiency in programming (Python, R, etc.), statistical analysis, data visualization, machine learning algorithms, and data manipulation.
- Experience gathering business requirements, including identifying Key Performance Indicators (KPIs).
- An understanding of emergency management and community safety with experience contributing to business planning, and strategic planning activities.
- Experience developing and supporting a Data Strategy and Data Governance framework.
- Strong communication, research, analysis, and problem-solving skills.
- Applicants will be required to complete a written assessment.
- An Enhanced Security Clearance (ESC) will be conducted. The ESC requires applicants to have resided in North America for at least 3 years.

- Position Type: 2 Temporary (up to 18 months)
- Compensation: Pay Grade 11 $46.21 - 61.78 per hour
- Hours of work: Standard 35 hour work week.
- Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
