Medicine Hat city council is set to vote Monday on whether residents can crack open a cold one in the park this summer legally.
Councillor Cheryl Phaff introduced the motion at the April 20 council meeting, asking administration to develop and implement a pilot program allowing alcohol consumption in designated city park areas. If approved, the program would run July 1 to September 30, 2026.

What the Pilot Would Look Like
The program wouldn't turn every green space in the city into a patio. Under the motion, administration would identify specific designated park areas where consumption is permitted. Those locations would be required to post clear signage outlining the rules and expectations for responsible behaviour.
The pilot would operate under Policy 0130 the city's existing Alcohol Management Policy which already provides a legal framework for approving alcohol use on city land and in city facilities. It's not new legislation. It's an application of a policy already on the books.
The program must also comply with all applicable provincial legislation and existing city bylaws.

Community Input Is Part of the Plan
This isn't just a summer experiment and done. The motion calls for community engagement before the pilot launches, during the program, and after it wraps up in the fall. Administration would collect data throughout tracking enforcement incidents, safety impacts, and public feedback.
At the conclusion of the pilot, a full report goes back to council with a recommendation: expand it, adjust it, or shut it down.
Why It Matters
Open-container rules in Canadian cities have been loosening. Toronto ran a parks alcohol pilot in 2023. Cities across the country have tested similar programs as a way to activate public space, reduce pressure on licensed establishments, and acknowledge what residents are largely already doing anyway.
Medicine Hat's parks consistently rank among the highest-rated city services the 2026 Community Survey found 94 percent of residents satisfied with parks, trails, and green space. Adding a summer alcohol pilot to spaces people already love is a natural extension of that investment.
The vote takes place Monday, May 4, at 6:30 p.m. in Council Chambers at City Hall.
