The free parking is the part worth writing down.
Explore Downtown YYC is offering complimentary evening and weekend parking at the Harmony Parkade, running through June 2027. Drivers have to register their licence plate at the parkade.
The city's release doesn't specify the hours. CityNews reported the free parking applies after 4 p.m. daily, along with free daytime parking on weekends and holidays. Check ExploreDowntownYYC.com for the current terms before you go.
That's the concrete piece of "See You on Stephen Avenue," a campaign the city launched Wednesday to bring people back to a street that has had a rough several years.
What else is in it
The first block of the Stephen Avenue Revitalization Project, between 1 Street S.E. and Centre Street, is finished. Enhanced lighting, cleaning and maintenance have gone in. There's a gift card contest supported by the Calgary Downtown Association, plus featured patio menus and promotions.
More than 50 businesses and public spaces along the avenue benefit from the initiative.
Heritage Calgary's guided walking tours of Historic Stephen Avenue are running again, covering the architecture and history along Calgary's National Historic District. They go rain or shine.
"We're inviting people to come downtown, explore what's new and support the businesses that make this street unique," said Mayor Jeromy Farkas. "Every visit and every purchase made on Stephen Avenue helps strengthen our local economy and support the Calgarians behind it."
The safety hub is the more interesting piece
The Stephen Avenue Safety Hub gives Calgary Police Service, Community Standards, Transit Public Safety and community partners a shared space on the avenue to collaborate, write reports and exchange information.
The location was chosen deliberately. The city's release notes it sits where there has traditionally been a high volume of calls for service.
The practical effect is that officers writing reports do it on Stephen Avenue rather than driving back to a detachment, which keeps them physically present on the street for longer stretches.
"A vibrant downtown depends on people feeling comfortable spending time on Stephen Avenue," said police Chief Katie McLellan. "The Safety Hub helps us work alongside our partners to support businesses, connect vulnerable individuals with services and contribute to a positive experience for everyone who visits the area."
That last part is worth noticing. The safety question on Stephen Avenue is partly a social services question, and the chief said so.
Whether it's working is still an open question
Ward 7 Councillor Myke Atkinson gave the most honest assessment of where things stand.
He said the overall perception of downtown safety among Calgarians across the city hasn't moved. Among people who use downtown regularly, he said, the story is different, and there's always a lag between how heavy users feel and how that reaches everyone else.
The hope, in his framing, is that improvements to the public realm and street-level safety register first with the people already downtown, then eventually reach the people who wrote it off.
The city says it's doing a more robust data capture on safety impressions and the impact of downtown operations over the coming months. For now the evidence is anecdotal, from business owners and area residents.
Why the street needed this
The problems stacked up rather than arriving at once.
Construction. COVID. Changing work patterns that emptied downtown offices of the weekday lunch crowd Stephen Avenue businesses were built around. Concerns about safety. Fewer visitors.
Downtown Calgary is 102 city blocks. Stephen Avenue is a small piece of that, and the theory behind the campaign is spillover: get people onto the avenue and the effect spreads outward.
